PURPOSE: A device for providing an adaptive broadcasting service and a method thereof are provided to monitor the state of a plurality of servers and control a corresponding server. CONSTITUTION: A user managing unit(103) confirms user authentication. A monitoring unit(105) monitors a state of a server(120). When the user authentication is confirmed, a control unit(107) extracts server information corresponding to a requested service referring to a database(109). The control unit transmits a service of the server related to the server information to a terminal(110).

PURPOSE: A network jitter estimation method of a device is provided to accurately estimate a network jitter by transmitting an MPEG media transport (MMT) transmission packet with information generated in an MMT transmission layer. CONSTITUTION: An MMT payload generation unit receives media data (S110). The MMT payload generation unit generates an MMT payload by using the received media data (S120). An MMT transmission packet generation unit generates an MMT transmission packet by using an MMT transmission packet header and the MMT payload (S130). PURPOSE: A scalable video coding apparatus for the real-feeling type broadcasting and a method thereof are provided to maintain the mutual compatibility with the exiting video compression technology and are provided to consider the compression of a depth video for producing the middle viewpoint video for the real-feeling type broadcasting, thereby viewing the three-dimensional or stereoscopic video at each viewpoint. CONSTITUTION: A spatial scalable coding unit (560) refers to the predictive coding within the viewpoint and the motion information of a base layer in the base layer of a color video and a depth video, and performs the predictive coding in an enhanced layer. A qualitative scalable coding unit (570) uses a quantization step which is a method for the qualitative scalability of the color video. A motion estimation unit uses the motion information of the base layer of the color video as the predictive data, and encodes the base layer of the depth video.
