    Abstract: PURPOSE: A method for controlling overhead of a reverse resource management cell in an integrated algorithm in which a congestion notifying function for a multicast ABR(Available Bit Rate) service has been added is provided to give a higher efficiency compared to the existing method by controlling overhead of the reverse resource management cell only in normal state. CONSTITUTION: When a reverse resource management cell receives a cell from any branch(400), congestion information in the reverse resource management cell is stored in a variable(401). If a condition for transmitting the reverse resource management cell is satisfied(402), feedback information of all branches are integrated in MER(Merged Explicit Rate)(403). If Skip_Num count value > 0(404), it is determined that the integrated MER is a value between Last_ER and beta*Last_ER(405). If so, the reverse resource management cell is discarded and the Skip_Num count value is decreased by one(410).
