Abstract: PURPOSE: A device for providing a public demand reaction service and a method are provided to reduce the proper sized power demand for a public facility according to the demand situation of power and the reliability of a power network, thereby increasing the efficiency of energy usage and the reliability of the power network. Abstract: PURPOSE: A method for controlling a pointer of a terminal device is provided to conveniently use a point device by positioning a pointer according to a predetermined position value when there is no input signal for a predetermined time. CONSTITUTION: A user registers a default location value of a pointer(S130). The user establishes the waiting time(S170). When there is no input signal for the waiting time, the location of pointer is marked based on the registered default location value as described above. The default location value measures the location of the pointer appointed by the user. The default location value selects one of the designated domain frame.
