Abstract: PURPOSE: An initial received power deciding device and a method thereof are provided to decide automatic gain control value and initial reception power value by using previously measured average noise power value. CONSTITUTION: A noise AGC(Auto Gain Control) unit(400) controls a reception power gain value in order that a current reception signal power is measured offset-compensated noise average power. A synchronization signal search unit(500) searches for a synchronization signal. A signal AGC unit(600) controls the reception power gain value.
