    Abstract: PURPOSE: A video information encoding method and a computer-readable recording medium are provided to infer the motion information of current block by using a decoding unit or the partition information of a prediction unit, thereby lowering the complexity of the video compression processing. CONSTITUTION: An encoder obtains the motion information of peripheral block from the peripheral block of current block, and determines the motion information of the current block based on the obtained motion information (S2010). The encoder entropy encodes the information about the prediction result (S2020). The encoder transmits the entropy encoded information to a decoder through the bit stream (S2030).     Abstract: A system which automatically detects a car license plate and transmits image of a designated car and the detected car number is disclosed. In the system, a loop coil(11) is installed in front of an overhead device(12) and judges whether or not a car enters. An image and data display device(19) communicates with the overhead device(12) and displays information and image of a designating car. A loop coil sensor(13) is connected to the loop coil(11) and senses a state of the loop coil(11).
