Thereby, the maximum link availability may be obtained and the real application can be very easy due to the simple skim.

The cell interval regulation method adjusts a cell interval of the input cells according to a maximum cell speed of CLP=0 and a maximum cell speed of CLP=0+1. The step(35,36) calculate a position in a time scheduler(TS)(26) of a slot-Q(23) for a cell insertion.
