    Abstract: PURPOSE: A smart card with the re-writable memory region of an operating system and an operating method thereof are provided to eliminate modification and reinstalling problems due to the failures of the operating system by masking the operating system based on the re-writing function of a memory. CONSTITUTION: A loading program(31) for calling and implementing an operating system is stored in a read only memory. An operating system, which is loaded by the loading program of the read only memory, is stored in an electrically erasable and programmable read only memory(EEPROM)(40).
