A thin film forming device comprises a printing roll (3) mounting on a surface thereof an elastic letterpress (31) of resin or rubber, and an intaglio roll (4) adapted to revolve facing the printing roll (3) and transfer ink to a surface of the elastic letterpress (31) through contact with the printing roll (3). The thin film forming device further comprises a pair of printing roll side contact bodies (300) on a drum portion or a rotating shaft of the printing roll, and a pair of intaglio roll side contact bodies (400) on a drum portion or a rotating shaft of the intaglio roll, the printing roll side contact bodies (300) and the intaglio roll side contact bodies (400) continuing to contact with each other at least before and during the contact of the elastic letterpress (31) with the intaglio roll (4) to form a thin film of uniform film thickness.

A conical-projections-sheet packaging body (1) includes a conical-projections sheet (23), a conical-projections forming sheet (7), and a sealing sheet (9). The conical-projections sheet (23) includes a substrate (23a) and a plurality of conical projections (23b) formed on a surface (23c) of the substrate (23a). The conical-projections forming sheet (7) has a plurality of conical-recess parts (33a), which is used to form the plurality of conical projections (23b) and wherein the plurality of conical projections (23b) is disposed. The conical-projections forming sheet (7) protects the conical projections (23b) in a state wherein the plurality of conical projections (23b) is tightly adhered to the surface (23c) of the substrate (23a). The sealing sheet (9), by being fixed to the conical-projections forming sheet (7), seals the conical-projections sheet (23) between the conical-projections forming sheet (7) and the sealing sheet (9).

The support body 7 is fixed to an upper surface of the substrate 10 of the microneedle sheet 5 and is further fixed to the forming sheet 3 around the substrate 10.
