Abstract: A dependency indication is included at the beginning of a packet, i.e., in the vicinity of an analysis target slice header or parameter set, and is delivered by a signal. This is achieved, for example, by including the dependency indication at the beginning of the slice header, ideally after a syntax element identifying the parameter set, and before the slice address, by using a separate message and providing the dependency indication to an NALU header, or by using a special NALU type used in an NALU holding a dependent slice.

Abstract: An image decoding method capable of reducing processing load includes: obtaining a boundary control flag for jointly controlling a deblocking filter operation and a sample adaptive offset operation for a slice boundary of a current slice to be decoded included in a coded picture (S11); decoding the current slice (S12); performing the deblocking filter operation based on the boundary control flag only on at least one of a top slice boundary or a left slice boundary among all slice boundaries of the current slice that has been decoded (S13); and performing the sample adaptive offset operation dependent on the boundary control flag only on the at least one of the top slice boundary or the left slice boundary among all the slice boundaries of the current slice that has been decoded (S14).
