PROBLEM TO BE SOLVED: To provide a method for determining three-dimensional shapes of a road surface, a bridge, a wall surface or the like, from color images and distance images of the road surface, the bridge, the wall surface or the like imaged by a three-dimensional image sensor loaded on an automobile (high-speed moving body), and from traveling (moving) data of the automobile (high-speed moving body). SOLUTION: Following methods are provided, namely; a method for detecting translation and rotation of a camera coordinate system related to each frame from distance images of the road surface, the bridge, the wall surface or the like imaged by the three-dimensional image sensor loaded on the traveling automobile (high-speed moving body), and from the traveling (moving) speed of the automobile (high-speed moving body), an acceleration and auxiliary data of each speed; a method for combining color images with distance images between adjacent frames by correcting the detected translation and rotation of the camera coordinate system; and a method for determining three-dimensional shapes of the road surface, the bridge, the wall surface or the like over a plurality of frames. SOLUTION: A receiver for receiving the emergency bulletin in terrestrial digital television broadcasting is provided with: an AC reception synchronization establishment part 2 which receives a carrier of the transmission control signal after telegram information including a start flag for identifying whether or not there is the emergency bulletin and contents of the emergency bulletin are transmitted by the transmission control signal, and a buffer area for storing a fixed value in an area between the flag and remaining information of the telegram information is provided and transmitted by the transmission control signal; a frame synchronization holding circuit 19 for detecting a frame of the transmission control signal performing frame synchronization, and holding it; a start flag monitoring circuit 21 for monitoring a value of the flag; a power source control circuit 22 for performing intermittent reception when the flag value acquired by the start flag monitoring circuit 21 shows the emergency bulletin; and an AC information analysis part 3 in which electric supply to the buffer area is performed by the power source control circuit 22, and which analyzes the telegram information of the emergency bulletin.
