The present invention relates to the terminal access control of a base station and the handover and access of a terminal in a communication environment composed of communication cells with different communication coverage. In the communication environment including multi-layer cells divided by the communication coverage, the terminal of a wireless communication system with the multi-layer cells according to one embodiment of the present invention determines the entry of a micro cell into a macro cell according to the movement of the terminal by sensing a control signal which is transmitted from a micro base station which manages the micro cell, determines an access to the micro cell based on the access reference of the micro cell, accesses the micro cell if the access reference of the micro cell is satisfied, and performs communications using the macro cell if the access reference of the micro cell is not satisfied.

PURPOSE: A channel assignment device in a communication system and a method thereof are provided to transmit and receive the massive data by minimizing interference between the neighbor channels in a frequency channel for transmitting and receiving the massive data. A confirmation unit(520) confirms the fairness and unfairness of terminals by comparing the measured CCA with the set reference CCA.
