Abstract: PURPOSE: A bit rate controlling method for hierarchical coding structure capable of encoding a video of high efficiency is provided to apply a rate-distortion characteristic to a secondary rate-distortion model by using the property of rate-distortion according to a frame type of each time layer in consideration of a hierarchical coding structure. CONSTITUTION: QP(Quantization Parameter) of a first frame and QP of a second frame are determined by using actual generation bit quantity about each frame type of each temporal layer(301). Increase or reduction of CP id determined about QP of the first frame according to a target bit quantity of the second frame within the same time layer.

Abstract: PURPOSE: A method for storing a temporal motion vector and a device thereof are provided to prevent an increase of the size of a memory access bandwidth when data are stored or brought in or from a corresponding memory. CONSTITUTION: A restored image is filtered in a loop. The resolution of a motion vector is reduced. The dynamic range of the motion vector is restricted. An image and a motion vector are stored in an image buffer or a motion vector buffer. The resolution and the dynamic range of the motion vector are restricted and controlled.

Abstract: PURPOSE: An adaptive sorting table for entropy coding is provided to reduce complexity due to frequent table updating. CONSTITUTION: Whether a sorting table is updated or not is determined by using the information including symbol value and code number of peripheral blocks. A table index with a high incidence is mapped in a small code number. The sorting table is updated. The updated table is used for the next symbol value.

Abstract: PURPOSE: An image encoding/decoding apparatus and a method thereof are provided to effectively predict an MV in the compression and encoding of an image. CONSTITUTION: In case the arbitrary MV(Motion Vector) of a current block is predicted within an image, an MV prediction unit(100) performs the prediction of the MV with at least one of the vector information of an MV corresponding to a peripheral block and the vector information of the previous MV of the current block.
