    Abstract: The actuator (2) can be used to apply fluids to the web of a papermaking machine. The actuator comprises a housing (4) having a first inlet (16) connectable to the fluid source and a second inlet (10) connectable to a pressure source. A resilient bellows structure (30) extends between the first and second inlets within the housing to define an internal region of the bellows structure in sealed communication with one of the first and second inlets and an external region of the bellows structure in sealed communication with the other inlet. A valve member (50) adapted to move with the bellows structure is provided to open and close the first inlet to vary the flow of fluid from the fluid source and maintain a pressure related to a balance of forces of the bellows structures. An outlet (58) from the housing in communication with the first inlet permits the exit of the flow of fluid to a flow controlling orifice. A pneumatic control signal provided to the second inlet controls expansion or contraction of the bellows structure.

    Abstract: A method of making various insulated conductor sizes during a transformer coil winding process by slitting and bonding insulating sheet materials and foil sheet conductor into a composite foil conductor/insulation. The method includes folding the composite into a substantially U-shaped length having a central portion between two leg portions with each leg portion having a free end. The method also includes folding the leg portions of the "U" inwardly to a position substantially parallel to the central portion of the "U" to bring the free ends of the leg portions into opposing relation to provide a folded insulated foil conductor having a two-conductor thickness surrounded by insulation. Provision is also made for increasing the cross-sectional area of the conductor.

    Abstract: An apparatus, system, and method for detecting high impedance faults in electrical power lines using a composite high impedance fault detection syst em having a voter logic that samples the logical outputs from a plurality of independent high impedance detection systems and determines a high impedance fault if any two of the plurality of independent high impedance detection systems indicates a high impedance fault. Preferably, the plurality of high impedance detection systems include a wavelet based high impedance fault detection system having a first logical output, a higher order statistics based high impedance fault detection system having a second logical output, and a neural net based high impedance fault detection system having a third logical output. Preferably, each of the plurality of high impedance fault detection systems includes an independent high impedance fault detection application that independently detects a high impedance fault on the electrical power line.
