PROBLEM TO BE SOLVED: To provide a method for plasma-cleaning the surface of a material 4 coated with an organic substance. SOLUTION: The method for plasma-cleaning the surface of the material 4 coated with the organic substance comprises a step of introducing the material 4 into a treatment chamber 2 in which pressure is 10 mbar to 1 bar and a gas stream containing at least 90 vol.% of oxygen is supplied and a step of causing discharge between the material surface and electrodes (5a, 5b, 5c, 5d, 5e, 5f, 5g) covered with dielectrics to form plasma and decomposing the organic substance by action of generated free radical O . . PROBLEM TO BE SOLVED: To provide a hot rolled or cold rolled steel sheet which is made from austenitic iron/carbon/manganese steel and which has a strength of at least 1,200 MPa, of which the product P (resistance (MPa)× elongation at rupture (%)) is greater than 65,000 MPa% and a method of producing the same.SOLUTION: The austenitic iron/carbon/manganese steel sheet contains, by weight, 0.85%≤C≤1.05%, 16%≤Mn≤19%, Si≤2%, Al≤0.050%, S≤0.030%, P≤0.050%, N≤0.1%, and, optionally, one or more elements selected from among Cr≤1%, Mo≤0.40%, Ni≤1%, Cu≤5%, Ti≤0.50%, Nb≤0.50%, V≤0.50%, the balance comprising iron and inevitable impurities resulting from smelting. The recrystallized surface fraction of the steel is equal to 100%, the surface fraction of precipitated carbides of the steel is equal to 0% and the average grain size thereof is equal to or less than 10 μm.
