    Abstract: The present invention relates to a phenyl pyrazine derivative and an organic electroluminescent device using the same.     Abstract: PURPOSE: A manufacturing method of soluble graphene is provided to be chemically stable and to be easily stored by dispersing oxide graphene into specific soluble polymer solution and reducing the dispersion. CONSTITUTION: A manufacturing method of soluble graphene comprises: a step of forming a polymer solution by dissolving non-aromatic polymer which is non-covalently interacting with graphene oxide into water; a step of forming a mixture solution by mixing the polymer aqueous solution and oxide graphene solution; and a step of reducing oxide graphene by putting a reducing agent into the mixture solution. The non-aromatic polymer is one or more kinds selected from polyallylamine, polyacrylic acid and polyethylene glycol.
