Abstract: The present invention provides a skin whitening cosmetic composition containing a plant extract of Cercis chinensis or Reynoutria japonica f. elata as an active ingredient. The cosmetic composition of the present invention controls tyrosinase which is an enzyme crucial for a melanogenesis mechanism, and inhibits the melanin production amount for offering a remarkable skin whitening effect.
