    Abstract: Embodiments of a Generation Node-B (gNB), User Equipment (UE) and methods for communication are generally described herein. The gNB may allocate a resource pool of physical resource blocks (PRBs) and sub-frames for vehicle-to-vehicle (V2V) sidelink transmissions. The gNB may receive, from a UE, an uplink control message that indicates that the UE requests a V2V sidelink transmission of a prioritized message. The gNB may select, for the V2V sidelink transmission of the prioritized message, one or more PRBs and one or more sub-frames. The gNB may transmit, to the UE and to other UEs, a downlink control message that indicates: the selected PRBs, the selected sub-frames, and that the other UEs are to mute sidelink transmissions in the selected PRBs in the selected sub-frames to enable the V2V sidelink transmission of the prioritized message.

    Abstract: Devices, methods, user equipment (UE), base stations, storage media, and other embodiments are provided for a dynamic random access channel (RACH). In one embodiment, an apparatus includes a memory configured to store a configuration communication from a base station, the configuration communication comprising a dynamic dedicated random access channel (RACH) configuration (RACH-ConfigDedicated) information element, the RACH-ConfigDedicated information element comprising a plurality of dedicated random access parameters. Processing circuitry coupled to the memory is then configured to decode the configuration communication from the base station to identify the plurality of dedicated random access parameters and set up a RACH procedure for connection to the base station using the plurality of dedicated random access parameters. In various embodiments, different communications may be used for the dedicated random access parameters which are used in the RACH procedure.

    Abstract: A service device (e.g., a user equipment (UE), or other network component) can operate to generate sidelink communications with peer UE vehicle-to-vehicle devices based on PC5 channel to enable a peer-to-peer communication as part of PC5 vehicle-to-everything (V2X) communications. An admission control scheme or a congestion control scheme can be enabled by determining a configured mapping based on various criteria, including a priority of V2X services, V2X packet Quality of Service (QoS) indications per packet, or other criteria. A UE can determine whether a packet is authorized via the sidelink channel based on the configured mapping.
