PROBLEM TO BE SOLVED: To provide a scouring agent composition which has excellent scouring properties, low foamability, and high permeability into fibers under high alkali conditions, and enables the concentration of an active ingredient, when used together with an anionic surfactant. SOLUTION: The scouring agent composition for fibers includes a specific nonionic surfactant which contains a compound having a 8 to 14C primary straight-chain saturated hydrocarbon group at a rate of ≥80 mol% and has a structure obtained by block-binding ethylene oxide and propylene oxide in this order to the hydrocarbon group.
