PROBLEM TO BE SOLVED: To improve utilization of a forward direction link and decrease transmission delay in high-rate packet data transmission, in a data communication system which can carry out variable rate transmission. SOLUTION: Data transmission in the forward direction link is time multiplexed, and a base station transmits at the highest data rate supported by the forward direction link at each time slot to a single mobile station. The data rate is determined by the largest C/I measurement of the forward link signals, as measured at the mobile station. Upon determination that a data packet is received in error, the mobile station transmits a NACK message back to the base station. The NACK message results in the retransmission of the data packet received in error. SOLUTION: The mobile station determines a signal strength value according to a communication signal received by way of the communication channel. The signal-to-noise ratio of the communication signal is determined according to the determined signal strength value and the pilot channel signal. The power level of a transmission is controlled according to the signal-to-noise ratio. The pilot channel signal includes pilot energy component and pilot noise component. This pilot noise component is removed to provide a remaining pilot signal. Communication system operations are controlled according to the remaining pilot signal. The power levels of transmissions are controlled by determining the signal-to-noise ratio of a signal within the communication channel and determining a difference signal.
