Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may determine whether minimization of drive test (MDT) reporting for the UE is enabled. The UE may selectively transmit, to a base station (BS) and based at least in part on whether MDT reporting for the UE is enabled, an indication of an MDT reporting capability associated with the UE. Disclosed are techniques for wireless communication. In an aspect, a network entity transmits, to a user equipment (UE), at least one file, the at least one file comprising a group of data packets, wherein each data packet of the group of data packets of the at least one file is associated with a file identifier of the at least one file, transmits, to the UE, after transmitting the last data packet of the group of data packets of the at least one file, a request for the UE to report a reception status of the at least one file, transmits, to the UE, one or more repair bits for the at least one file, receives an acknowledgment from the UE, and ceases transmission of the one or more repair bits upon reception of the acknowledgment from the UE.

Methods, systems, and devices for wireless communications are described. A user equipment (UE) may identify that the UE is operating in a dual-connectivity configuration with a master node (MN) and a secondary node (SN). The UE may receive at least one request that the UE report MDT measurements. The UE may perform a first portion of measurements associated with the first base station and perform a second portion of measurements associated with the second base station. The UE may perform the measurements while the UE is operating in the dual-connectivity configuration. The UE may transmit one or more reports including information indicative of the first portion of measurements, information indicative of the second portion of measurements, or both.

Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a master node (MN) may receive an acknowledgment message from a secondary node (SN). The MN and the SN may provide dual connectivity with a core network for a user equipment. The MN may provide an address indication message to the SN. The address indication message may include MN downlink transport network layer (TNL) information for an SN terminated data radio bearer (DRB) that requires master cell group (MCG) resources. The address indication message may be provided in a first message that immediately follows the acknowledgment message. In some aspects, the SN may receive the address indication message, and may forward, based at least in part on the MN downlink TNL information, downlink data for the SN terminated DRB that requires MCG resources. Methods, systems, and devices for wireless communication are described. The methods, systems, and devices may include transmitting, by a user equipment (UE), a UE capability message indicating that the UE supports an application using a first radio access technology (RAT), receiving a RAT fallback support message in response to the UE capability message. The RAT fallback support message indicates that a network device supports the application using the first RAT determining that the application is unsupported by a second RAT. The methods, systems, and devices may further perform a fallback handover procedure from the second RAT to the first RAT based at least in part on an application trigger and the RAT fallback support message.

Methods, systems, and devices for wireless communication are described that provide for sharing or isolating network resources between multiple cells in a system. Resources are allocated to multiple cells and multiplexed according to a time division multiplexing (TDM) scheme where a portion of a component carrier is shared between multiple cells. The allocation of resources also includes splitting or sharing a portion of the time resources between two or more cells such that a subframe is allocated as a subframe shared between multiple cells or as a subframe dedicated for use by only a single cell.

Method and apparatus for wireless communication are disclosed. The method comprises: receiving, at a transmission control protocol (TCP) layer, data for transmission to a receiver over a communication link; storing the data in an internet protocol (IP) buffer; determining a transport block size based on a network scheduling parameter information, wherein the transport block size identifies a size of data block that can be transferred over the communication link to the receiver; and transmitting, by a modem of a transmitter, the data from the IP buffer to the receiver based on the determining.
