Abstract: Provided are an apparatus for sterilizing and reducing microorganisms in water, which is suitable for the treatment of ballast water, efficiently sterilizes and reduces microorganisms in water, and is safe and compact, and a method for sterilizing and reducing microorganisms in water using the same. A methanogenesis restraining system includes an electrode part(100) and a power supply part(200). The electrode part includes an opposite electrode(120) in which electric pressure having an opposite pole comparing to a power source supplied to a working electrode is supplied, and the working electrode(110) formed on the deposit. The power supply part connected to the electrode part supplies constant voltage to the electrode part electrically. The electrode part restricts methanogenesis due to methane-producing bacteria by preventing generation of hydrogen by hydrogen-producing microorganisms in the deposit. Abstract: A method for manufacturing sterilized water is provided to adjust pH of the sterilized water to a range of 4 to 7 to increase a rate of a hypochlorous acid, thereby generating sterilized water without salts. Hypochlorous acid-containing sterilized water is prepared by diluting an electrolytic oxidation liquid, which is prepared by electrolysis-oxidizing a hydrochloric acid solution, with water. The apparatus further comprises: an organic waste solution mixing storage tank(23) which is installed under the supporting body, and passes through a mixer for mixing an oxidizer selected from oxygen, ozone or hydrogen peroxide with an organic waste solution containing refractory organic materials; and a gas-liquid separation pipe(24) installed above the fixing plate with being spaced apart from the fixing plate.
