PROBLEM TO BE SOLVED: To provide a room temperature curable poly-organo-siloxane composition being excellent in water-resistance and especially improving reduction of adhesion property and mechanical strength due to warm water dipping. SOLUTION: The composition includes (A) 100 pts.wt. of poly-organo-siloxane having a molecular chain terminal blocked by a hydroxyl group or a hydrolyzable group and having viscosity at 23°C of 20-1,000,000 mPa s, (B) 1-400 pts.wt. of calcium carbonate being subjected to surface treatment by phosphoric acid or phosphorous acid as a filler, and (C) 0.001-10 pts.wt. of a curing catalyst. SOLUTION: The hair cosmetic comprises: 0.01-15 mass% of an amino-modified organopolysiloxane (A) having long-chain alkyl side chains at both terminals; 0.1-15 mass% of one or more cationic surfactants (B) selected from among tertiary amine compounds; 0.1-20 mass% of a 12-28C higher alcohol (C) having one hydroxyl group; 0.01-15 mass% of a polydimethylsiloxane (D); and water (E).
