SOLUTION: A lower space of a pocket 6 is partitioned by a bottom face 11 and two converging side supporting faces 12, and an inside part of the shim plate is pressed between mutual side supporting faces by, for example, a screw 5. By pressing the rotating insert 2 against a protruding part 55, with an inside nose part 44 having a limited converging angle protruded under the rotating insert, the shim plate is stably fixed to a base body, and simultaneously the rotating insert 2 is locked to the shim plate 3 via male/female type engagement members 42 and 43.
