PURPOSE: A water-in-oil type cosmetic composition containing a hydrophilic polymer is provided to ensure long-term stability using a small amount of surfactants. CONSTITUTION: A water-in-oil type cosmetic composition is stabilized by 0.05-0.1 wt% of a surfactant in an outer phase and 0.5-3 wt% of a hydrophilic polymer in an inner phase. The hydrophilic polymer is selected from a group consisting of hydroxyethylacrylate/sodium acryloyldimethyl taurate copolymer, ammonium acryloyldimethyltaurate/VP copolymer, carbomer 700, carbomer 981, and carbomer 2020. The outer phase is vegetable oil-based wax. The composition contains 0.5-2 wt% of the wax.

The composition contains 5-30 wt% of effective ingredients including oil, ester, hydrocarbon, or silicon.

An external composition for relieving and treating the diaper rash comprises 0.001-60% by weight of zinc oxide, 0.001-20% by weight of polyglyceryl-2 dipolyhydroxystearate as a surfactant. The composition further comprises each 0.001-20% by weight of Allantoin or Calendula Officinalis Extract. The polyglyceryl-2 dipolyhydroxystearate is a W/O(water in oil) surfactant of glyceryl esters and has excellent powder dispersibility in a powder-containing form.

A method for stabilizing a cosmetic composition in which oil and polyol are contained includes steps of: adding pyrolysis porous silicon oxide in oil, dispersing a pyrolysis porous silicon oxide, adding polyol in the obtained dispersed solution; and stabilizing the cosmetic composition by dispersing the polyol.
