Exothermic reaction catalysts(122) are disposed in the preliminary reactor to promote the reaction between the hydrocarbon-based compound and the peroxide. Steam reformation catalysts(124) are disposed in the steam reformation reactor to promote the reaction between the hydrocarbon-based compound and steam. Further, the hydrocarbon-based compound is methanol, and the exothermic reaction catalysts comprise Zr-Pt-based catalyst.
