Abstract: An apparatus for the handover between heterogeneous networks and a method thereof are provided to process the handover between same networks by performing the operation of a base station within a corresponding network in an IWF. When a terminal enters a border cell between heterogeneous networks, base station information of a target network is transmitted to an IWS(Inter Working Server)(400). The IWS confirms the address of an IWF(Inter Working Function) which manages base stations of the target network(402), and then transmits terminal information required for the entry into the target network to the IWF(404). Through the terminal information, the IWF performs the handover procedure with the terminal instead of the base station.
