PURPOSE: An apparatus and a method for providing an emergency call in a mobile communication system are provided to notify User Equipment(UE) whether a serving Public Land Mobile Network(PLMN) supports a Non Voice Emergency Service(NOVES) and also to notify of a media type supported in the serving PLMN in a mobile communication system, thereby supporting a media type of a NOVES call which the UE wants to receive. CONSTITUTION: An UE(210) transmits(211) an INVITE message including a sos-urn as a parameter indicating an emergency call to a Proxy-Call Session Control Function(P-CSCF) entity(220) in order to request the emergency call. The P-CSCF entity determines whether the UE requests the emergency call according to the sos-urn and the NOVES support included in the INVITE message. The P-CSCF entity determines whether a serving PLMN supports a NOVES, and if the serving PLMN supports the NOVES, determines a media type which the serving PLMN supports. After receiving the INVITE message from the UE, the P-CSCF entity transmits(213) an alternative services message as a response message to the INVITE message to the UE. PURPOSE: A method and an apparatus capable of supporting a local access and a voice communication in a local network are provided to maintain and not deactivate an LIPA(Local IP Access) PDN(Public Data Network) of UE(User Equipment) and maintain an IP session even when using a CSFB(Circuit Switched Fall-Back). CONSTITUTION: An HNB(Home Node B) delivers an extended service request message to an MME(Master of Mechanical Engineering)(402). The MME determines the maintenance of an LIPA PDN connection(403). The MME transmits a message permitting the CSFB to HNB(404). The HNB in which received a suspend indicator transmits a response message to the MME(406). The HNB releases an RRC(Radio Resource Control) connection of UE(408). The MME releases the S1 Context and makes the UE into an idle status in LTE(Long Term Evolution) systems(410,412). To make the LIPA PDN connection as a maintenance status, the MME transmits a update bearer request message to an S-GW(Serving GateWay) with the suspend indicator(414). The S-GW renews the LIPA Bearer of UE into a holding status(418). When receiving the LIPA service again from the LTE, the UE performs a TAU(Tracking Area Update) for reactivating the LIPA Bearer(426).

PURPOSE: An SOAP(Simple Object Access Protocol Message) transmission method in a mobile communication system and apparatus thereof are provided to transmit small amount information on an SMS(Short Message Service) and a CBS(Cell Broadcast Service) protocol by providing an SOAP message conversion technology. CONSTITUTION: An SMS and CBS gateway(440) changes SOAP message transmitted from a service provider server(410) into a compressed SOAP message by using a method index table. The SMS and CBS gateway transmits the changed compressed SOAP message to a wireless apparatus. The SMS and CBS gateway changes the compressed SOAP message transmitted from the wireless apparatus into the SOAP message by using the method index table. The SMS and CBS gateway transmits the SOAP message to the service provider server.

본 발명은 응용서버를 통해 VoIP 단말과 통신하는 CSI 단말이 CS 도메인을 사용할 수 없는 네트워크로 이동한 경우, CSI 서비스를 제공하는 방법 및 장치를 제안한다. CSI 단말이 CS 도메인과 IMS 도메인을 모두 사용 가능한 경우, 응용서버는 VoIP 단말로부터 도착한 호 요청 중 실시간 서비스는 CS 도메인을 통해, 비실시간 서비스는 IMS 도메인을 통해 CSI 단말에게 전달한다. 그러나, CSI 단말이 CS 도메인을 사용할 수 없는 네트워크로 이동한 경우, 응용서버는 실시간 서비스와 비실시간 서비스 모두 IMS 도메인을 통해 CSI 단말에게 전달한다. 이러한 서비스 지원을 위하여, CSI 단말 혹은 CSI 단말이 접속하고 있는 네트워크 엔터티는, 상기 CSI 단말이 CS 도메인을 사용할 수 있는지의 여부를 상기 응용서버로 통지한다. 이러한 본 발명을 통해 CSI 단말은 CS 도메인을 사용할 수 없는 네트워크로 이동한 경우에도 VoIP 단말과 원활하게 통신을 할 수 있다. PURPOSE: A method for setting access control information of a terminal in a wireless communication system and a device thereof are provided to enable the terminal to receive a service by a network access at only a specific time zone. CONSTITUTION: A terminal transmits a NAS(Non Access Stratum) request message to an MME(Mobility Management Entity)(208). The MME requests terminal time access control information to an HSS(Home Subscriber Server)(210). The HSS transmits subscription time access control information to the MMES(212). The MME determines the terminal time access control information corresponding to the terminal(214). The MME provides the terminal time access control information to the terminal(216).

PURPOSE: An access control method in machine type communication and device thereof are provided to control time for using a network using a timer. CONSTITUTION: Paging notifies a device(100) of an SMS sending plan. A service request is received from the device. It is determined whether to allow communication according to a parameter of subscription information which is pre-stored in the device. The connection between the device and the network is established when the communication is allowed.

PURPOSE: An apparatus and a method for transmitting group information dynamically and reliably through a multicast or broadcast wireless channel are provided for a contents provider to easily generate a group for a plurality of specific terminals and register a UE in the group. CONSTITUTION: A contents provider registers corresponding UE(User Equipment) in a wireless broadband communication service provider(920). A wireless broadband network receives the wireless RSSI(Received Signal Strength Indication) information of the UE(930). The wireless broadband network defines response priority and a concrete response method for the each UE(940). PURPOSE: A handover method in a wireless communication network including a femto cell and a device thereof are provided to transmit identification information received from a target femto cell base station to a serving base station to authenticate an MME(Mobility Management Entity) or the target femto cell base station, thereby executing handover to the target femto cell base station. CONSTITUTION: A terminal obtains identification information of a target femto cell base station through an SIB(System Information Block) that a detected target femto cell BS(Base Station) broadcasts(S330). The terminal determines whether the target femto cell BS is connected by comparing the identification information with a femto cell list(S340). The terminal transmits a measurement report message to a serving BS(S360). If a handover command is received, the terminal executes handover to the femto cell BS(S370,S380).

PURPOSE: A method and apparatus for UE admission control in home eNB are provided to effectively control the connection of Home eNB or Home eNB Gateway of UE by determining connection access to Home eNB or Home eNB Gateway based on a whitelist of a subscriber. CONSTITUTION: An MME(Mobility Management Entity) receives a message the CSG ID(Closed Subscriber Group Identity) from the HeNB(Home eNB) / HGW(Home eNB Gateway) with the NAS(Non Access Stratum) message of the UE(User Equipment)(202). If subscriber information of UE is not stored in MME, MME requests the caller identifier of UE to the HSS(Home Subscriber Server)(204,206). The MME receives the caller identifier from HSS(208). If the corresponding CSG ID is included in whitelist, the MME transmits the NAS message for the access permission to UE(210,212).
