PURPOSE: A unitized scalable video encoding method for multi view video and a device thereof, Unitized scalable video decoding method for the multi view video and a device thereof are provided to implement multi video encoding/decoding which the multi view video coding communication standard supports and hierarchical video encoding/decoding which the scalable vector coding communication standard supports at the same time, thereby supplying a video communication service. CONSTITUTION: A layer classifying unit(110) classifies a root image and the rest of images with layers among an image sequence of video. A reference image generating unit(120) generates a reference image about a current image by using a mother image of the current image among the image sequence. A prediction encoding unit(130) encodes the current image by using the reference image. An outputting unit(140) outputs encoded bit streams and mother image index information is about the mother image of the image by performing conversion, quantization and entropy encoding about predictive encoded data of the images. PURPOSE: A motion vector encoding method of multi-view video and a device thereof, a decoding method and a device thereof are provided to supply an encoding and decoding method of a motion vector which efficiently predicts the motion vector of a current block when the multi-view video is encoded, thereby increasing compression efficiency of the multi-view video. CONSTITUTION: A view direction motion predicting unit(310) determines a view direction motion vector of a current block by predicting motion of the current block about a first reference frame of a first and second view of the encoded current block. A motion vector encoding unit(330) generates view direction prediction motion vectors by using view direction motion vectors of a surrounding block considering a reference frame of the first view and other view and the view direction motion vectors of the corresponding area included in a second reference frame which has different Picture Order Count(POC) from picture order count of a current frame and is included in the first view which is the same with the current block.
