Abstract: A layer selection method in a cellular system having a hierarchical cell structure is provided to allocate a residual channel from an upper macro cell to a user who has failed to be allocated a channel from a micro cell to thus prevent or reduce a call from being interrupted or dropped. The speed of a terminal, a residual capacity of a micro cell which the terminal has entered, and a residual capacity of a macro cell which the terminal has entered are measured(S11-S13). The speed of the terminal is compared with a certain threshold speed(S14). If the speed of the terminal is lower than the threshold speed, it is checked whether there is a residual capacity in the micro cell(S15). If there is a residual capacity in the micro cell, a low speed call is allocated to a channel of the micro cell(S16). If there is no residual capacity in the micro cell, it is checked whether there is a residual capacity in the macro cell(S17). If there is a residual capacity in the macro cell, the low speed call is allocated to a channel of the macro cell(S18). If there is no residual capacity in the macro cell, the low speed is neither allocated to the micro cell nor to the macro cell(S19).
