    Abstract: Embodiments of the present disclosure describe techniques in which a device may transmit, to a network controller of an evolved packet system (EPS), a first non-access stratum (NAS) message including a device properties information element (IE) with a low-priority indicator set to indicate a mobile station (MS) is configured for NAS signaling low priority; transmit a second NAS message to establish a packet data network (PDN) connection, the second NAS message including a low-priority indicator set to indicate the MS is not configured for NAS signaling low priority; and perform an EPS session management (ESM) procedure related to the PDN connection or an EPS mobility management procedure related to the PDN. Other embodiments may be described and claimed.

    Abstract: The apparatus has processors coupled with computer-readable media and executed instructions to send a non-access stratum (NAS) signaling message to a network controller (206), and to determine whether to start a backoff timer with an extended wait time (EWT) value based on whether the NAS signaling message comprises a low-priority indicator. The processors execute the instructions to determine whether the NAS signaling message comprises the low-priority indicator, and to receive the EWT value in a radio resource control (RRC) reject message. The NAS signaling message is a location update request, an attach request, a tracking area update request, and a service request. Independent claims are also included for the following: (1) a system for handling wait time in a congested wireless communication network (2) a computer-implemented method for handling wait time in a congested wireless communication network (3) a computer-readable storage medium comprising a set of instructions for handling wait time in a congested wireless communication network.
