PROBLEM TO BE SOLVED: To provide a thermoplastic elastomer composition having a three-dimensional network structure not based on chemical crosslinking, and excellent in fluidity, softener retentivity, foaming property, elastic recovery property and flexibility. SOLUTION: In the thermoplastic elastomer composition, a crystalline polyethylene resin (B) and a hydrogenated block copolymer (C) having specific blocks form a three-dimensional network structure in a matrix comprising an oil-extended ethylene copolymer (A). An ethylene copolymer in the oil-extended ethylene copolymer (A) has intrinsic viscosity [η] measured in a decalin solvent at 135°C of 5.5-9.0 dL/g and a weight-average molecular weight (Mw) to number-average molecular weight (Mn) ratio (Mw/Mn) of ≤3. PROBLEM TO BE SOLVED: To provide a thermoplastic elastomer composition excellent in fluidity, rubber elasticity and foaming property, from which a foam having a high expansion ratio, rich in closed cells, uniform in cell shape and excellent in rubber elasticity, flexibility and surface appearance, is obtained. SOLUTION: The thermoplastic elastomer composition is obtained by subjecting a mixture comprising (A) an oil extended ethylenic copolymer comprising 100 parts by mass of a specific ethylenic copolymer and 50-150 parts by mass of a mineral oil-based softener and (B) at least one of (B-1) a thermoplastic resin and (B-2) a thermoplastic resin composition to a dynamic heat treatment in the presence of (C) a crosslinking agent. The thermoplastic elastomer composition has a melt tension of ≥5.0 cN as measured at 210°C and a drawing rate of 2.0 m/min, and has a compression set of ≤80% as measured at 70°C in 22 h in conformity to JIS K6262.
