SOLUTION: The manufacturing method for the phosphate based polymer has a mixing step for mixing a specific monomer 1 having a polyoxyalkylene group, a phosphoric mono-ester based monomer 2 and a phosphoric diester based monomer 3 at a temperature of 10-50°C to prepare a mixture solution, and a copolymerization step for copolymerizing the monomers 1-3 in a polymerization solvent in which the concentration of dissolved oxygen at 25°C is 0.01-4.0 mg/kg in the presence of a phosphonic acid based chelating agent at pH 7 or less. In the manufacturing method, the copolymerization step is started within 72 hours after the mixing step, and the temperature of the mixture solution is retained to a range of 10-50°C until the copolymerization step is started.
