PURPOSE: A handover control method, operation method of a wireless communication terminal, and a base station are provided to control the handover process of the wireless communication terminal by referring to the history of the handover process in the base station. CONSTITUTION: When a source cell of a received handover history is matched with a cell identifier of a base station, the base station adds the handover history to handover control DB(DataBase)(S520,S540). The base station transmits the received handover history to a source cell (S530). When the added handover history is related to a wrong handover process, the base station deletes necessary records regarding to the added handover history (S550, S560). PURPOSE: A wireless environment optimization method and an apparatus thereof are provided to adaptively minimize handover failure or interference and to properly maintain coverage. CONSTITUTION: A measurement data collecting unit(202) collects wireless environment data which is measured from a terminal device within a cell. A threshold managing unit(205) manages a threshold value corresponding to radio link failure of a radio section. An analyzing unit(206) analyzes a reason for the radio link failure. PURPOSE: An apparatus for supporting a dynamic rule change of an event under SCA(Software Communication Architecture) and a method thereof are provided to prevent lowering of communication performance due to repeated transmission of the same event through an event relay unit. CONSTITUTION: An event rule database(220) copies an event signal of an event producer. The event rule database stores an event rule. An event management unit(200) updates an event rule table through the event rule of the event regulation database. The event rule table is recorded inside a domain.
