In a cellular communications system, an apparatus for allocating a dynamic resource of a first base station managing a first cell calculates interference metric of each user terminal belonging to the first cell received from a plurality of adjacent cells, calculates a combination factor between the first base station and the adjacent base station of each adjacent cell by using the load of each user terminal and the interference metric, calculates a cell boundary resource of a usable adjacent cell by the combination factor of each adjacent base station, and allocates the resource by using the cell boundary resource allocated to the first cell and the cell boundary resource of the usable adjacent cell.

PURPOSE: A smart home server operating system and an operating method thereof are provided to collect user content files by analyzing a photographed face and a recorded voice of a user based on content files. PURPOSE: A different kind base-station searching method is provided to efficiently search the connectable base station by a mobile communications terminal. CONSTITUTION: A GPS(Global Positioning System) receiver of the mobile communications terminal checks whether it is possible to search the position location of the mobile communications terminal or not(110). If the position location of the mobile communications terminal is searched, a base station overlapped with the location information of the mobile communications terminal is also searched with reference to the location information and radius information of a plurality of base stations(120,130). If the position location of the mobile communications terminal is not searched, the error range according to the position location of the mobile communications terminal is obtained through the TOA(Time Of Arrival) mode(140). A base station overlapped with the obtained error range can be obtained.

A group including one or more network interworking entity is comprised in consideration of a service requirement of a mobile terminal and throughput performance of the network interworking entity(S120). The network interworking entity is picked between network interworking entities included in the group in consideration of location and net phase of the mobile terminal(S130). A network link object selection request message is received from the base station in a registration stage of the mobile terminal from the base station(S140). A method for deciding the transmission priority of non-real-time data and an inter-cell interference removing apparatus and method using the same are provided to offer an uplink service according to the uplink priorities of terminals within a corresponding cell, which are calculated by using the amount of transmission data of each cell requested by a user under a predetermined condition. A priority calculation unit calculates the priority of a corresponding terminal in each cell(201). A condition determination part determines whether the number of terminals receiving an uplink service exceeds threshold or not(202). A resource utilization calculation unit calculates the degree that each cell utilizes resources(203). A cell selection part selects a cell which generates the biggest inter-cell interference based on the degree of resource utilization calculated by the resource utilization calculation unit(204). A cell control unit maintains the uplink service within the range that does not exceed the threshold, and interrupts the uplink service in the cell selected by the cell selection part(205).
