    Abstract: The invention relates to phosphoroamino- and phosphoroalkylsulphonylureas which are suitable as herbicides and plant growth regulators, of the formula I, in which A is N or CH, X is O or S, Z is CH or N, R1 and R2 independently of one another are (C1-C6)-alkyl or (C1-C6)-alkoxy, each of which can be substituted by one or more halogen atoms, R3 is H, (C1-C6)-alkyl, (C2-C6)-alkenyl, (C2-C6)-alkynyl, (C1-C6)-alkoxy, (C2-C6)-alkenoxy or (C2-C6)-alkynoxy, each of which can be substituted by one or more halogen atoms, R4 is H, a physiologically acceptable cation or (C1-C4)-alkyl, R5 and R6 independently of one another are H, (C1-C4)-alkyl or (C1-C4)-alkoxy, each of which can be mono- or polysubstituted by halogen, (C1-C4)-alkoxy or (C1-4)-alkylthio, or denote halogen, (C1-C4)-alkylthio, (C1-C4)-alkylamino or (C1-C4)-dialkylamino. The compounds I can be prepared in such a manner that, if A is nitrogen or CH, compounds of the formula II which are also novel are reacted with heterocyclic phenyl carbamates of the formula III in which R4 is H or C1-C4-alkyl, in the presence of bases, or if A is nitrogen, phosphoramides of the formula IV are reacted with heterocyclic chlorosulphonylureas of the formula V in which R4 is hydrogen or (C1-C4)-alkyl, in the presence of bases.
