In the step (1), a graft polymer (A) containing a nitrogen atom and an organic pigment are dispersed in an ester-based organic solvent to obtain a pigment dispersion liquid. In the step (2), the pigment dispersion liquid obtained in the step (1) and a graft polymer (B) containing a carboxyl group are mixed with each other, wherein both side chains of the graft polymers (A) and (B) contain constitutional units derived from (meta) acrylic acid ester and the absolute value of difference between the Sp values (solubility parameters) of each side chain is 0.5 to 2.5.
