PROBLEM TO BE SOLVED: To execute communication by a modulation method suitable for a communication quality value which considers the situation of the change of the communication quality value, in a communication device for executing communication by adaptive modulation. SOLUTION: A base station device 101 includes: a communication quality value storage part 105 for acquiring and storing a communication quality value representing quality of communication executed between a communication counterpart and the base station device; a reference period determination part 106 for determining a reference period based on a communication quality value in a period included between a time before a predetermined period and the present; and a modulation method determination part 107 for determining a modulation method applied to the communication based on the communication quality value in the period from the time before the reference period to the present. PROBLEM TO BE SOLVED: To efficiently select a relay station suitable for relaying between a mobile station and a base station using only easily derivable information. SOLUTION: In the radio communication system 100, the mobile station has an identifier acquiring section 230 for acquiring an identifier of one or more relay stations within its communication range, and an information transmitting section 323 for making a selection request of the relay station by transmitting relay station information including the identifier of the relay station to the base station. The base station 120 has an information receiving section 260 for receiving the relay station information, a relay station selecting section 246 for selecting one relay station which is indicated by the identifier of the relay station information, through which the mobile station has to pass for communication with itself among the relay stations which are not communicating with itself, and a result transmitting section for transmitting the selected one relay station to the mobile station. SOLUTION: A control section 124 comprehends communication quality with a user terminal, selects a first modulation system based on the grasped communication quality, and grasps the amount of data (queue value) stored in a data storage section 131. When the grasped amount of data exceeds a threshold, the grasped amount of data is added to the amount of data in selecting the current modulation system, a second modulation system is selected based on the added amount of data and between the first modulation system and the second modulation system selected, any one modulation system is determined.
