    Abstract: An apparatus, system, and method provide voicemail service using a packet data messaging service such as multimedia message service (MMS). Upon detecting that the presence status of a destination device is “unavailable”, the voicemail message is recorded at an origination mobile station and transmitted in a packet data message through a packet data messaging service center such as a multimedia messaging service center (MMS-C). If the destination device is a destination mobile station subscribing to the packet data messaging service, the packet data message is deposited in the destination mobile station.

    Abstract: Techniques for transmitting vehicle information messages among a plurality of vehicles are disclosed. In an aspect, a transceiver of a vehicle transmits a first set of vehicle information messages over a wireless medium at a first periodic rate, the first set of vehicle information messages including information related to the vehicle. One or more sensors of the vehicle detect an event related to operation of the vehicle. A processor of the vehicle generates a second set of vehicle information messages each including an event flag and information about the event, the event flag indicating that the second set of vehicle information messages is reporting the event. The transceiver of the vehicle transmits a first vehicle safety message of the second set of vehicle information messages over the wireless medium as soon as the first vehicle safety message is generated.

    Abstract: The disclosure is directed to a mobile communication device that measures characteristics or attributes of a first communications network that vary according to physical location within that first communications network to create a fingerprint, or signature, of a location within the first communications network. When the fingerprint of the current location of the mobile device is created it can be compared to a known fingerprint associated with a second communication network to determine the mobile device's proximity to the second communications network.     Abstract: Techniques for handling arriving calls with grade of service (GoS) differentiation for multiple tiers of services are described. The multiple tiers may be for different levels of service subscriptions, different types of calls, etc. In one design, calls in multiple tiers of services may be received by a base station. The calls in the multiple tiers may be differentiated based on at least one parameter. In one design, different blocking rates may be supported for calls in different tiers, e.g., with progressively lower blocking rates being supported for calls in progressively higher tiers. In another design, different call setup queuing delays may be supported for calls in different tiers, e.g., with progressively shorter queuing delays being supported for calls in progressively higher tiers.
