    Abstract: PURPOSE: A polyethylene glycol-based moisturizing agent containing oxyethylene oxygen is provided to ensure an excellent moisturizing effect and uniform particle size, and to prevent irritation without alcohol and perfume. The organic modified clay mineral is selected from the group consisting of dimethyl ammonium hectorite, benzyldimethyl stearyl ammonium hectorite, and distearyl trimethyl ammoniumchloride-treated magnesium aluminum silicate. The oil is selected from the group consisting of liquid oil, solid oil, wax, hydrocarbon oil, higher fatty acid, high carbon number alochol, synthetic ester oil, and silicon oil. The emulsifier is selected from the group consisting of sorbitan fatty acid ester, glycerin fatty acid ester, polyoxyethylene hydrogenated castor oil, a polyether modified silicon surfactant, and a silicon surfactant.
