    Abstract: A hydrophilic adjuvant is provided to exert an anti-fogging effect when the hydrophilic adjuvant is applied onto a substrate, and to improve hydrophilicity and proton conductivity of an electrolyte membrane and/or an electrode. A hydrophilic adjuvant includes: a composite metal oxide containing Si and at least one metal element selected from the group comprising Ti(IV), Zr(IV), Sn(IV), and Al(III); and a hydrophilic group-containing organic compound which is physically or chemically bound with Ti(IV), Zr(IV), Sn(IV), and Al(III) of the composite metal oxide. The composite metal oxide has a meso-porous structure. The hydrophilic group of the hydrophilic group-containing organic compound is selected from the group comprising sulfonate salts, sulfuric acids, carboxylate salts, carboxylic acids, phosphate salts, phosphoric acids, and hydroxyl group.
