Provided are an apparatus for synchronizing a start at a process level of a full digital substation automation system by using a start time error rate, in which an operation period of a start synchronizing processor is set according to a measured time error rate, and a method thereof. An apparatus for synchronizing a start at a process level of a full digital substation automation system by using a start time error rate comprises a calculating unit for calculating a time error of a current period based on reference time information and self-time information and calculating a time error rate based on a time error calculated for a previous period and the time error calculated for the current period; a determining unit which determines whether a time error occurs based on the time error calculated for the current period by the calculating unit; and a setting unit for setting an operation period of a time synchronizing processor based on the time error rate calculated by the calculating unit and an operation period setting curve when the determining unit determines that the time error has occurred.

The present invention relates to a method and apparatus of measuring a support single ground resistance of an existing power line. The present invention is to disclose the apparatus of measuring ground resistance, including: a pulse generator for applying an impulse power between auxiliary electrodes for measuring ground electrodes and current; a current measuring unit for measuring the current between the ground electrodes and the auxiliary electrodes; a voltage measuring unit for measuring the voltage between reference electrode for measuring the ground electrodes and voltage; and a measurement signal processing unit for extracting a frequency spectrum of ground impedance by converting the current and voltage signals that are measured from the current measuring unit and the voltage measuring unit into digital values respectively, and determining whether the frequency spectrum of the ground impedance converges. PURPOSE: A transformation of electric energy automation client control service testing device is provided to test a control communication service of a transformation of electric energy automation client based on IEC 61850. CONSTITUTION: A control unit(340) controls a client to transmits a control command including a communication service request signal to a server. A generation unit(360) generates test result information including at least one between determining result information and client reaction information. The determining result information includes a result that a server determined in a processing unit(350) according to a communication signal of the client. The client reaction information includes reaction of a client to the server about the communication signal.
