    Abstract: Improvements may be made for the Channel Busy Ratio, CBR, based congestion control considering different technologies, types of radio resources, and priorities of different packets. The apparatus may be a User Equipment, UE. The UE determines an energy-based channel busy ratio (CBR) based on a number of probes on a set of radio resources having respective energy levels greater than an energy threshold. The UE performs congestion control based on the energy-based CBR by adjusting at least one transmission parameter of one or more transmission parameters or transmission power of the UE based on the energy-based CBR.The adjusting may be carried out taking into account a usage limit, or CBR limit. In addition, the UE may detect that a second technology different from a first technology is also using the channel, and in addition consider a decode-based CBR for the purpose.

A first device may identify that a first set of transmission resources in a transmission time interval (TTI) has a higher priority at a second device than a second set of transmission resources in the TTI. The first device may identify that a message is to be transmitted from the first device to the second device via the TTI and process the message into a bit sequence based on the identification of the second set of transmission resources in the TTI, where the processing increases a likelihood that systematic bits of the message are received at the second device despite presence of the second set of transmission resources in the TTI. The first device may transmit the bit sequence to the second device via the TTI.

The feedback may include hybrid automatic repeat request (HARQ) feedback, and the sidelink message may include a groupcast message. The wireless device may further receive an indication of an intended range in the SCI and may determine whether to send the feedback based on a combination of the zone ID and the intended range for the sidelink message.
