    Abstract: A method of decoding video data includes receiving a block of video data, determining an intra prediction mode for the block of video data, and determining whether or not to use a position-dependent prediction combination (PDPC) mode to decode the block of video data based at least on the determined intra prediction mode. The method may also include receiving a syntax element associated with a primary transform or a secondary transform used for a block of video data, determining a usage of one or more video coding tools based on a value of the syntax element, the one or more video coding tools being video coding techniques other than the primary transform or secondary transform, and applying the one or more coding tools to the block of video data based on the determined usage.

    Abstract: In general, the disclosure describes techniques related to block vector coding for Intra Block Copy and Inter modes. In one example, the disclosure is directed to a video coding device comprising a memory configured to store video data and one or more processors. The video coding device is configured to determine a reference picture used for coding the current video block and determine a picture order count (POC) value for the reference picture. In response to the POC value for the reference picture being equal to a POC value for a current picture that includes the current video block, the video coding device sets a value of a syntax element to indicate that a reference picture list includes the current picture. Otherwise, the video coding device sets the value of the syntax element to indicate that the reference picture list does not include the current picture.

    Abstract: An apparatus configured to code video information includes a memory and a processor in communication with the memory. The memory is configured to store video information associated with a reference layer and an enhancement layer, the reference layer comprising a reference layer (RL) picture having a first slice and a second slice, and the enhancement layer comprising an enhancement layer (EL) picture corresponding to the RL picture. The processor is configured to generate an inter-layer reference picture (ILRP) by upsampling the RL picture, the ILRP having a single slice associated therewith, set slice information of the single slice of the ILRP equal to slice information of the first slice, and use the ILRP to code at least a portion of the EL picture. The processor may encode or decode the video information.
