Abstract: A method and a device for recovering database changes in replacement of PLD(Program Loading Data) of a communication system are provided to recover and apply data changed while the new PLD is replaced after PLD backup in the mobile communication system. A database(360) stores the PLD. An input part(310) receives a command related to the PLD, a database backup command, and the command stored during replacement of the PLD from an operator. A command controller(330) sets a flag(320) when the commands related to the PLD are received from the input part during the PLD replacement after the PLD backup of the database is performed to replace the PLD, and changes the replaced PLD by performing the PLD-related commands stored during the PLD replacement in a lump after the PLD is replaced. A storing part(340) determines whether the PLD-related commands received from the command controller are stored or not depending on setting of the flag. A command batch file(350) stores the PLD-related command according to a determination result of the storing part during the PLD replacement.
