Abstract: In a cellular telecommunications system, a method of dynamically allocating packet data radio channels among users competing in a same cell for the channels involves determining a user ranking for each of plural competing users in the cell, and classifying each of the plural competing users into one of plural ranking classes. A number of the packet data radio channels available for each of the ranking classes is then determined, after which the users within each ranking class are sorted by ranking. The packet data radio channels are allocated to the users by sorted position within ranking classes. The user ranking for each of the plural competing users in the cell is related to a weighted combination of plural measures of performance for the user.

Abstract: In a mobile communication network (SYS) data transmission between a radio base station (RBS) and a subscriber station (UE) is carried out by successively transmitting frames. The radio network controller (RNC) inserts at the beginning of the respective frames an indicator flag (MOP) indicating to the subscriber stations (UE) whether the frame or a succeeding frame contains data which must be read and decoded by the subscriber stations (UE). The subscriber station can by reading and decoding the indicator flag (MOP) determine that there is no necessity to read data from the present frame or a succeeding frame and can therefore use the time period of one or more frames to save network resources or to perform inter-frequency measurements on another frequency. The invention finds particular application in a WCDMA mobile communication system.

Abstract: Delays on a common radio communications channel employed by plural mobile stations to communicate with a base station located in a corresponding geographical cell area are minimized by adapting transmission power based on traffic conditions. For lower traffic loads, a higher transmission power is permitted. For higher traffic loads, a lower power level is set. A transmit power level is determined using a desired signal ratio, such as a target CIR, a transmission path loss over the radio communications channel, and an interference value. One or more adaptive power parameters are also employed in that determination to adapt the open loop power control based on one or more current communications conditions and/or characteristics of the mobile station. For example, an adaptive power parameter may be a function of a current interference in a base station cell either alone or in combination with a current interference in one or more neighboring cells. The adaptive power parameter may also account for a type of data packet connection to be employed between the mobile station and the base station after random access, a mobile station's subscription, a current temperature of the mobile station, a current base station used by the mobile station, a current estimated path loss between the mobile station and base station, and/or other factors.

Abstract: In a mobile communications system that provides packet data services, a pack et data connection is established between a mobile station and a radio access network. The state of the connection is used to specify one of plural different types of radio channels bearing the connection over the radio interface. The connection state preferably also may specify other parameters including, for example, one of plural different mobility management schemes tailored to the selected channel type or channel bit rate(s). The connection is dynamically adapted to an optimal state based on one or more conditions relating to the connection. For example, one or more traffic parameters are determined for the connection and may be used to predict a future value of that parameter. Based on the predicted parameter value or values, an optimal connection state is determined and implemented. If the predicted parameter value changes later in the connection, another connection state may be dynamically selected that is better suited in accordance with the newly predicted parameter value. One example embodiment is based on the amount of data in queue for a packet data connection. Comparison is made with one or more thresholds to decide which type of radio channel should bear the connection. Other factors, parameters, andconditions may be employed along with threshold comparisons to select the optimal radio channel type.
