PROBLEM TO BE SOLVED: To provide an oxidative hair dye or a bleaching agent composition, excellent in stability even in the case of preserving the same at high temperature, though the same contains an aromatic alcohol in high concentration, able to bring nice effect due to the high concentration aromatic alcohol, in the creamy oxidative hair dye or bleaching agent composition suitable for partial dying, and in which a first agent and a second agent can be used solely in an amount needed in time of using them.SOLUTION: The oxidation type hair dye or bleaching agent composition is used by mixing the first creamy agent of an alkaline agent-containing emulsion type with the second creamy agent of a hydrogen peroxide-containing emulsion type, and further includes a third agent containing a ≥30 mass% aromatic alcohol which is liquid at ordinary temperature.
