Abstract: A method and an apparatus for retransmitting two layer ARQ for packets improve efficiency of a wireless transmission resource by transmitting packets with a small size together. Whether upper layer data received in the packet data unit transmitted with the polling information induces an upper layer response message is checked(515). A transmission controller(820) receives a control channel through the transmission/reception unit to check whether there are resources that have been allocated by the base station, and transmits the check result to the buffer state report controller.

Abstract: An apparatus and a method for transmitting and receiving encoded packets in a mobile communication system are provided to prevent loss of packets by reporting decryption failure of encrypted packets to a transmitting device. A receiving PDCP(Packet Data Convergence Protocol) entity(505) receives packets including encrypted compression headers from a transmitting PDCP entity(520). The receiving PDCP entity senses the failure of the header recovery of the packets and transmits a PDCP initialization message to the transmitting PDCP entity. The receiving PDCP entity receives a response message including a hyper frame number used for decryption of the compression headers from the transmitting PDCP entity, and abolishes the packets stored in a receiving buffer. The packets are decrypted after a PDCP initialization process by using the hyper frame number.
