    Abstract: PURPOSE: A preprocessing method which is performed before an image compression, an adaptability motion estimating method for improving an image compression rate, and an image data providing method for each image type are provided to improve a compression rate of an image by adaptively controlling a block size and the number of partitions according to the type of the image. CONSTITUTION: A preprocessing unit extracts multiple sample frames from an image (S401). The preprocessing unit calculates the minimum value of the error sum of each block which corresponds to a reference sample frame about each block which is included in an arbitrary current sample frame among the extracted sample frames (S403). The preprocessing unit generates an object for each area based on the distribution of the calculated minimum value (S404). The preprocessing unit calculates a motion reference value by tracing the motion of the object in the multiple sample frames (S405).     Abstract: PURPOSE: A method for controlling a priority of a traffic in an ATM switching system and a traffic managing buffer using the same are provided to enhance an efficiency in using a buffer and performance of a network by improving a throughput of the buffer even for a cell with a low priority. CONSTITUTION: A main buffer(310) simultaneously receives a real time service cell and a non-real time service cell. Auxiliary buffers(S-1)(320)(S-2)(330) store a cell service 3, a non-real time service cell, and a cell service 4 transmitted according to a threshold values of the main buffer(310) and the auxiliary buffer(S-1)(320) and a threshold value of the auxiliary buffer(S-2)(330). A server(340) provides cell service. When the main buffer(310) is greater than an M-threshold value, a cell of a real time service of the main buffer(313) is discharged. If a non-real time cell of the main buffer has a high LP(Loss Priority), it is transmitted to the auxiliary buffer(S-1)(320), whereas if a non-real time cell has a low LP, it is transmitted to the auxiliary buffer(S-2)(330). The auxiliary buffer does not discharge a cell.
