    Abstract: In an example, a method of decoding video data may include receiving a palette mode encoded block of video data of a picture. The method may include receiving encoded palette mode information for the palette mode encoded block of video data. The encoded palette mode information may include a plurality of instances of a first syntax element and a plurality of syntax elements that are different from the first syntax element. The method may include decoding, using bypass mode, the plurality of instances of the first syntax element before decoding the plurality of syntax elements that are different from the first syntax element using context mode. The method may include decoding, using context mode, the plurality of syntax elements that are different from the first syntax element after decoding the plurality of instances of the first syntax element using bypass mode.

    Abstract: For each prediction unit (PU) belonging to a coding unit (CU), a video coder generates a candidate list. The video coder generates the candidate list such that each candidate in the candidate list that is generated based on motion information of at least one other PU is generated without using motion information of any of the PUs belonging to the CU. After generating the candidate list for a PU, the video coder generates a predictive video block for the PU based on one or more reference blocks indicated by motion information of the PU. The motion information of the PU is determinable based on motion information indicated by a selected candidate in the candidate list for the PU.

    Abstract: A method of coding delta quantization parameter values is described. In one example a video decoder may receive a delta quantization parameter (dQP) value for a current quantization block of video data wherein the dQP value is received whether or not there are non zero transform coefficients in the current quantization block. In another example a video decoder may receive the dQP value for the current quantization block of video data only in the case that the QP Predictor for the current quantization block has a value of zero and infer the dQP value to be zero in the case that the QP Predictor for the current quantization block has a non zero value and there are no non zero transform coefficients in the current quantization block.
