Abstract: A streaming service transmitting and receiving device and method are provided. An arrival interval jitter is an arrival delay time variation between TCP packets, which arrive at a device receiving a streaming service. The device receiving a streaming service determines a de-jitter buffering time to absorb a network jitter before TS packets in a TCP packet are inputted into a T-STD buffer model. An initial playback delay time of the device receiving a streaming service is determined by the de-jitter buffering time.
